Consultation on major wastewater infrastructure investment for Carlow Town now underway

Uisce Éireann has today commenced a non-statutory public consultation on plans for a major upgrade of the Carlow (Mortarstown) Wastewater Treatment Plant. The consultation which runs from Monday, 22 September to Sunday, 19 October 2025 marks the next step in delivering a significant investment to support the long-term growth and development of Carlow Town and surrounding areas.
As part of the consultation, members of the public are invited to provide feedback on the proposed upgrade works which will help shape Uisce Éireann’s submission of the planning application to An Coimisiún Pleanála.
To support this, Uisce Éireann will be hosting a public information event for the local community on Thursday, 9 October in Seven Oaks Hotel, Athy Road, Carlow between 4pm and 8pm.
Speaking about the project, Paul Fallon, Wastewater Portfolio Delivery Manager with Uisce Éireann, said: “We have been working on the development of this vital project for Carlow for some time and are pleased to now be in a position to commence consultation. We greatly look forward to meeting with the local community in the coming weeks. The proposed investment will not only deliver on our commitment to provide essential wastewater infrastructure to support the town’s future growth but will also bring significant environmental benefits to the area by improving water quality in the River Barrow.”
The proposed project will increase the plant’s capacity from the current population equivalent (pe) of 36,000 to 58,000, ensuring it can meet anticipated population growth and future demands on the town’s infrastructure. In addition, upgrades to the treatment process are planned to ensure continued environmental compliance and further enhance water quality in the River Barrow. The project also includes improvements to the wastewater pumping station at Kilkenny Road and the construction of a new pumping station next to the existing Mortarstown site, linked by a new tunnelled sewer.
