Self-Lay in the public road

Uisce Éireann is delivering a programme that is facilitating Self-Lay of water services infrastructure in public roads by developers.

Uisce Éireann is delivering a programme that is facilitating Self-Lay of water services infrastructure in the public road by developers. This is an opportunity for developers to deliver the water and wastewater infrastructure required in the public road to facilitate their development.

From 03 June 2025, submissions for inclusion in this programme will be considered under the following circumstances:

  • The developer must have a valid Connection Application for the development with Uisce Éireann currently, or be in receipt of a valid Connection Offer for the development.
  • Minimum of 20m of mains extension required in public road.
  • Minimum of 5 new units will be serviced by the Self-Lay works.
  • Submissions for inclusion in the programme must nominate an accredited Contractor to complete the Self-Lay works. Visit our Experience Based Accreditation page.

It is unlikely that applications for inclusion in the programme will be successful in the following circumstances:

  • The developer cannot acquire the necessary statutory obligations associated for the works to be delivered e.g. planning permissions, road opening requirements.
  • Upgrades are required to existing Uisce Éireann "Treatment Infrastructure" such as treatment plants, pumping stations, reservoirs, abstraction works as defined by the Connection Charging Policy.
  • Undertaking the required works would have an impact on existing customers.
  • Other developments are dependent on the delivery of the required water services infrastructure.

If new water services infrastructure in the public road is required to connect your development to the Uisce Éireann network then you may wish for your development to be considered for inclusion in this programme.

Approval in advance from Uisce Éireann is required before a developer can proceed to deliver Self-Lay in the public road.
